Key Initiatives

My campaign will focus on the following key initiatives:

1. Enhancing Traffic Flow with Increased Adaptive Traffic Signal Controls

One of my top priorities is the implementation of increased Adaptive Traffic Signal Controls, a system that integrates cutting-edge technology like cameras, sensors, and drones to optimize traffic management in Lincoln. The system collects real-time data on vehicle speeds, pedestrian and bicycle traffic, and intersection activity, adjusting signal timing dynamically to reduce congestion and improve safety.

Lincoln's traffic congestion has grown along with our population, and we need a modern, data-driven approach to handle it. I studied a successful model in Alexandria, Virginia, where federal funding was used to launch an Adaptive Traffic Signal program. This technology dramatically improved traffic flow and public safety, and I believe it can do the same here.

2. Exploring a Cost-Effective Alternative to the East Beltway

Another critical issue I aim to address is Lincoln's long-debated East Beltway project. I propose entering into Interlocal agreements with the county to pursue an alternative, cost-effective solution: creating an East Beltway "de facto" by paving and enhancing existing roads.

A full East Beltway could cost upwards of $550 million, and delaying the project only drives that price higher. Meanwhile, many residents are already using 148th Street as an unofficial East Beltway. My plan is to work with the county to pave key gravel roads east of Lincoln, like Pioneers, Van Dorn, and A Street, connecting them to 148th Street.

There's also a potential in extending the roadway around Eagle and Avoca, ultimately connecting to 238th Street, which links to Interstate 80. Half of the infrastructure is already in place. This de facto East Beltway would provide significant economic benefits to Lincoln and surrounding communities at a fraction of the cost, while preserving the quality of life for nearby residents.

3. Promoting Fiscal Responsibility Amid State Budgetary Constraints

I'm also calling for greater fiscal responsibility in light of LB 34, a state legislative measure that places an inflationary cap on future city budgets. He expressed concern over the continued practice of reallocating funds from Lincoln’s general reserves for non-essential projects.

With LB 34 in place, we can’t afford to keep dipping into our general fund reserves for feel-good projects. The city needs to prioritize spending on core services like public safety and infrastructure. Sales tax revenues are no longer exempt from the budget lid, and Lincoln must remain focused on fostering small businesses and well-planned developments to maintain its economic vitality.

I'd like to emphasize that fiscal prudence will be crucial to ensuring Lincoln can navigate potential budgetary challenges without sacrificing essential services or future growth.
